The Illinois Shines program, established by the Future Energy Jobs Act (FEJA) in 2016 and expanded by the Climate and Equitable Jobs Act (CEJA) in 2021, is a long-term commitment to a clean energy future for our state.

The Adjustable Block Program: Renewable Energy Credits (RECs) for On-Site Solar

The Adjustable Block Program is the statutory name for Illinois Shines, a solar incentive program managed by the Illinois Power Agency, that supports on-site and community solar projects. Illinois Shines provides incentives through the purchase of Renewable Energy Credits (RECs). A REC represents the environmental value of one megawatt-hour (MWh) of electricity generated from a renewable source like solar. The system ensures that you receive tangible financial benefits, making solar more affordable.

How RECs Benefit You:

The Illinois Power Agency (IPA) sets a dollar value for RECs each year.

Green Tech Construction estimates the RECs your project will produce over 15-20 years.

For Distributed Generation (on-site solar), you transfer REC ownership to Green Tech Construction. We receive payments from utilities for these RECs, and this value is passed on to you through reduced purchase prices, lower installation costs, or decreased lease payments.

For Community Solar (off-site shared solar), Green Tech Construction develops large projects and receives REC payments, which are then passed on to subscribers as bill credits.

Your Journey to Solar with the Illinois Shines Solar Program

As an Illinois Shines Approved Vendor, Green Tech Construction is your essential partner. You cannot apply to the program directly; only Approved Vendors can submit applications to access incentives. We streamline the entire process for you:

The Application Process: Green Tech Makes it Simple!

Step 1: Review & Sign Disclosure Form & Customer Contract:

We provide you with the Illinois Shines informational brochure and a standardized Disclosure Form, detailing costs, payments, and how your incentives are passed on. You sign this before your installation contract.

Step 2: "Part I" Application Submission & Review:

Green Tech submits your initial application to the Illinois Shines program for review and verification.

Step 3: Commission Review:

The Illinois Commerce Commission (ICC) approves the Renewable Energy Credit (REC) Contracts between Green Tech and the utility.

Step 4: REC Contract Execution:

The utility and Green Tech finalize the REC contract, formalizing the sale of your project’s RECs.

Step 5: Installation of Your Solar Project:

Our team installs your solar system and coordinates with your utility for grid connection.

Step 6: "Part II" Application Submission & Review:

We submit final documentation after installation, which the Program Administrator reviews.

Step 7: Contracting Utility Pays Approved Vendor for RECs:

The utility pays Green Tech for the RECs, and we ensure your savings are passed on as per your contract.

Frequently Asked Questions (FAQs)

What does it mean if my Illinois Shines project application is on the waitlist?

If your application is on the waitlist, it means it has been submitted and is in the processing queue, reviewed in order of submission date. It may still be undergoing verification or require additional information.

Applications move off the waitlist as capacity becomes available within their project categories. The program continuously reviews and processes applications based on their submission date, and uncontracted capacity from previous years can be reallocated to open new capacity.

This means the total allocated megawatts (MW) for that specific category for the current Program Year have been fully subscribed, awarded, or committed. The “Block Capacity Dashboard” on the Illinois Shines website shows when a category has reached its limit.

Yes, it may still be possible. Your application might be placed on a waitlist, and the program has mechanisms to reallocate uncontracted capacity from previous years, potentially opening new capacity in full categories.

You participate by working with an Approved Vendor like Green Tech Construction. We guide you through choosing between Distributed Generation (on-site solar) or Community Solar (off-site shared solar) and help you access the incentives provided through Renewable Energy Credits (RECs).

The program’s application process is primarily driven by Approved Vendors. While specific customer timelines aren’t detailed, Green Tech Construction can advise you on current application windows and how to proceed.

No, customers cannot directly submit applications. Only Approved Vendors, like Green Tech Construction, are qualified to submit project applications for incentives to the Illinois Shines Program.

No, participation is not mandatory. You can install solar independently. However, Illinois Shines offers significant benefits like financial incentives, consumer protection, and contributions to a diverse clean energy workforce that are not available outside the program.

Yes, projects in these service territories are eligible to participate in the Illinois Shines program, ensuring broad access to solar benefits across Illinois.

The Illinois Shines program does not have a specified end date. It was established in 2016 and significantly expanded in 2021, with Illinois setting ambitious long-term clean energy targets (100% clean energy by 2050), indicating its indefinite continuation as a core mechanism for these goals.

Net metering allows you to receive credits on your electricity bill for any excess electricity your solar project generates and sends back to the grid. For residential or small commercial customers who opt for the generation rebate, these credits apply specifically to electricity supply and transmission fees, not the full retail rate.

Net metering in these territories also provides bill credits for excess solar electricity sent to the grid. However, each municipal utility and rural electric cooperative has its own specific rules for calculating the value of these credits. Green Tech Construction will provide a customer acknowledgment form explaining your utility’s specific crediting mechanism if it differs from major utilities.

Yes, solar systems produce electricity in winter, though production can be significantly lower due to shorter daylight hours, the sun’s lower angle, and potential snow cover. Systems are typically sized to produce excess energy in summer to offset lower winter output, with unused net metering credits carrying forward until an annual period closes.

The program is primarily funded through payments for Renewable Energy Credits (RECs). The Illinois Renewable Portfolio Standard (RPS) mandates electric utilities to purchase RECs to meet their renewable energy obligations, creating a market value for RECs generated through Illinois Shines. This value is then passed on to customers.

The Illinois Shines program was established by the Future Energy Jobs Act (FEJA) in 2016 and significantly expanded by the Climate and Equitable Jobs Act (CEJA) on September 15, 2021.

The Federal Investment Tax Credit (FITC) is a federal tax incentive that may allow eligible homeowners to claim a credit for a portion of the cost of a qualifying solar energy system. Not all customers are eligible for the FITC. Eligibility depends on individual circumstances, including tax liability, system ownership, and compliance with applicable federal requirements. Any references to estimated “net” costs or savings that include the FITC are estimates only and assume eligibility. Customers should consult a qualified tax professional or the Internal Revenue Service to determine their eligibility and the actual value of any tax credit.
